title: Ranking Startups Using DEMATEL-ANP-Based Fuzzy PROMETHEE II abstract: In entrepreneurship management, the evaluation and selection of startups for acceleration
programs, especially technology-based startups, are crucial. This process involves considering
numerical and qualitative criteria such as sales, prior startup experience, demand validation, and
product maturity. To effectively rank startups based on the varying importance of these criteria, a
fuzzy multi-criteria decision-making (MCDM) approach is needed. Although MCDM methods have
been successful in handling complex problems, their application in startup selection and evaluating
criteria interrelationships from the accelerator perspective is underexplored. To address this gap, a
hybrid DEMATEL-ANP-based fuzzy PROMETHEE II model is proposed in this study, facilitating
startup ranking and examining interrelationships among factors. The resulting preference values are
fuzzy numbers, necessitating a fuzzy ranking method for decision-making. An extension of ranking
fuzzy numbers using a spread area-based relative maximizing and minimizing set is suggested to
enhance the flexibility of existing ranking MCDM methods. Algorithms, formulas, and a comparative
analysis validate the proposed method, while a numerical experiment verifies the viability of the
hybrid model. The final ranking of four startup projects is A4 < A1 < A3 < A2 which indicates that
startup project A2 has the highest comprehensive potential, followed by startup project A3

title: Evaluating Lean Facility Layout Designs Using a BWM-Based Fuzzy ELECTRE I Method abstract: Selecting a suitable design for a lean facility layout has become a critical issue for a manufacturing company aiming to remove waste or non-value-added activities and implement the optimal facility arrangement. Many quantitative and qualitative criteria with different weights need to be considered in evaluating lean facility layout designs. To address the issue, a Best-Worst method (BWM) based on fuzzy ELECTRE I is introduced to determine the optimal lean facility layout design, in which the BWM is utilized for generating the criteria weights, and an extension of fuzzy ELECTRE I is introduced to identify the most suitable alternative. The signed distance method is employed to defuzzify the fuzzy numbers and obtain discordance matrix values. Based on the subtraction of discordance values from concordance values, a modified fuzzy ELECTRE I is introduced to evaluate alternative lean facility layout designs that can avoid missing information. A numerical example of the evaluation of lean facility layout designs for a manufacturing company is provided to show the potential of the suggested models. Comparative studies are investigated to illustrate the superiority of the suggested method.

title: Evaluating and selecting agricultural insurance packages through an AHP-based fuzzy TOPSIS Method abstract: Participating in agricultural insurance programs can help farmers reduce risks of inancial loss caused by adverse impacts, such as climate change. However, farmers in many developing countries face numerous obstacles to select a suitable agricultural insurance package, which can be attributed to different packages with various criteria including quantitative and qualitative, their different importance, and the aggregation of those weighted criteria. Thus, developing a method for evaluating packages has become a critical issue. To resolve the above problems, this paper proposes an AHP-based fuzzy TOPSIS method, in which ratings of alternative ackages versus qualitative criteria are assessed in linguistic values represented by fuzzy numbers. In the proposed method, the criteria weights and the weights of distances of each alternative from positive and negative ideal solutions are generated by AHP to present the objectivity of the weight derivation process. In addition, the mean of removals is used to rank the final fuzzy values to clearly develop the formulas of the ranking procedure to help facilitate the decision-making process. A numerical example of evaluating and selecting agricultural insurance packages is presented to demonstrate the feasibility of the proposed method. Finally, a numerical comparison is conducted to show the robustness of the roposed method.

title: 競爭法與隱私法之界線暨判斷標準之研究 abstract: 隱私保護日受重視連帶產生競爭法與隱私法兩者之間的邊際衝突與具體適用爭議,隱私應否納入競爭執法分析一事,早期無論是實務見解抑或學說討論大抵採否定見解,近期則獲得各界肯認,學理提出三種納入可能依據中以非價格因素觀點最獲青睞。在隱私視為非價格(品質)因素之前提下,現階段實證研究闕如成為具體判斷標準建立的重大阻礙,為避免隱私納入競爭判斷難脫模棱兩可之譏,除可參考歷來其他非價格因素的採行經驗,亦有以損害與利益之間的「比例關係」作為隱私評估標準之建議可資留意。隱私納入競爭判斷尚有三個應予關注的關聯議題,包括1、利益衡量後的可能處理機制;2、隱私保護與促進競爭之間是否存在「非互補性」關係,以及 3、如何建立相關主管機關之協調與合作機制,對此,英國近期所推動的數位監管合作論壇(DRCF)著實具有高度的參考價值。回歸國內發展,除可參考國際作法動必要的監管機關跨部門合作機制,競爭主管機關對此一議題亦宜持續掌握涉及隱私並可能觸發競爭問題之新興商業模式與事業活動,以利逐步建立隱私作為非價格(品質)因素納入競爭判斷之可用評量標準。另為避免實務操作上出現競爭優先情形,國內亦應同步思考個人資料保護法之完備程度與調適課題。
